The Foreign Policy Research Institute of the United States has drawn attention to a 2017 document titled Integrated Country Strategy (ICS), wherein the U.S. government expressed two key objectives for Zimbabwe:

1. Developing Zimbabwe into an economic hub.
2. Strengthening the relationship with Zimbabwe to prevent strategic mineral resources, such as Neodymium Magnets, Lithium, and others, from falling into the hands of U.S. competitors, notably China.

To realize these goals, the U.S. government proposed engaging with Congress and other agencies to secure resources and finances. This suggests a potential consideration of easing sanctions, all driven by the desire of Zimbabwe’s valuable resources.
